Add `integration_tests_eclair.rs` with a `TestEclairClient` wrapping Eclair's HTTP REST API via `bitreq`, and a `test_eclair()` function exercising channel open/close, bidirectional BOLT11 payments, and soft-fail splice in/out tests.
